Authority is in acceptance, not execution

Was reading a Dear Economist post by the Undercover Economist that discusses incentives and game theory. I remembered of instances - when I had broken, sometimes, rules set by my parents, whereas my sisters abided by; when I had refused to follow, once or twice, my boss's orders, when others complied*.

What is authority? In both the cases, the person (parents / boss) had presumably the same authority over all his/her subjects. Then, why was the authority not able to get me abide by or comply? Authority is not in execution. It is in acceptance#. If I refuse to accept authority, it ceases to exist.

Of course, every freedom fighter, rebel, reformer and revolutionary, illustrates this construct.

PS:
* long time ago. Makes me laugh now.
#don't remember exactly. I think it was Chester Barnard who said this.
